Windmill Man
Windmill Man is an NPC actor in Ocarina of Time.
Placement
As adult, playing Song of Storms at him fires the windmill scene's own cutscene resource — triggered from any other scene it can black out or misplace the camera. Params are ignored; age picks child (calm) vs adult (teacher).
